In a small paragraph included towards the end of last week’s big announcement about the new Windows 8 upgrade pricing, it would appear that Microsoft has made a significant change to its Windows licensing rules. Windows 7 shipped with clear rules around the software not being authorized for installation by end users and removed the comments from their OEM partner website which exempted hobbyists which is significant and could cost end-users hundreds of dollars.
