Angry Cannot install CR9 merge modules in Win 98SE

I made an msi file using Visual studio installer with CR9 merge modules(license.msm, rdcruntime.msm, reportengine.msm, rdcdesigntime.msm and mapping.msm)

When i try to install this msi file in Win 98(SE) machine I get error 1904 while the installtion package trying to register the follwing dlls
    exportmodeller.dll, filedialog.dll, crqe.dll, emfgen.dll, crtslv.dll,
    commonobjmodel.dll, datadefmodel.dll,rptcontroller.dll, sacommoncontrols.dll,
    rptdefmodel.dll, saxmlserialize.dll, undomanager.dll, crdesignerctrl.dll

If I ignore these errors and go ahead then i get 'Error 50003 cannot load report' when I run the application(VB6, CR9 RDC).

Any help on this will be appreciated.

    Thanks in advance.

    Sujith.
