Page footer not printing on first page

I have two reports that look very similar. On one, the page footer prints on all pages. On the other, the page footer prints on only pages two and forward. I need the footer on all pages. I know there used to be a place to set footers and headers to not print on the first page, but I can't find it. There are no suppress formulas on the sections or on the individual controls. Can anyone explain why there would be a difference?

Re: Page footer not printing on first page

Maybe some other section is overlaping the page footer section, sometimes this occurs
when a group footer section is printed near the page footer section and it is big enough
    to overlap it...
