Why i can see unicode chars i.e &12345; cool in my computer but they do not show up after view online ?

simple setup ? or what do u tink i neeed to do ? do u think i know how it is done ?
No i don't know actually.

i like my page's whole characters never get changed when user choose any character encoding

Are you declaring in your head content what character set should be used? If not, you should always do so when working with non-standard characters.
