Where can I find platform SDK for Windows 2000 server SP2?

Since it doesn't exist on Microsoft's site, you probably will not find it. Are you sure there ever was one? I don't know.
However, if you look at Windows Server 2003 Platform SDK SP1 (http://www.microsoft.com/downloads/details.aspx?FamilyID=a55b6b43-e24f-4ea3-a93e-40c0ec4f68e5&DisplayLang=en), it mentions being used to develop for 2000. You might want to look into that.
