Two ways:
1- Go to ********Firefox.com and download Fx. When you run it the first time it will ask you to IMPORT from IE. If you do this, you can export to a file.
2--Find the hidden folder that holds each individual bookmark as a different file, and copy them all to the same location for the new computer.
They are both named Favorites

Just copy the following folder.
Vista
C:\Users\USER\Favorites
Windows 2000/XP
C:\Documents and Settings\USER\Favorites
Previous Versions
C:\Windows\Favorites
EDIT: Added Windows versions.

Haven't tried it myself but the Accessories/System Tools/Files and Settings Transfer Wizard can help you with this if both machines is hooked up on the network or have a direct connection.
