Is this web server going to be accessible to the whole world? If so, there are many precautions and steps you are going to need to take.
1. Obtain a static IP from your ISP. This way you can buy a domain and alter the DNS server to send that domain to your IP.
2. Install an FTP server.
3. Secure your server.
Fully patch/update your OS.
Run antivirus and antispyware.
Close all open ports but 21 (FTP), and whatever other ones you plan to use.

I want to share a single folder of my computer (not full access of my computer) to my client. so he can download and upload files to this shared diectory via internet.
Can i do this without buying domain or web space ?

You can do that with an FTP server. But you will still need to make every security precaution as mentioned above. Your problem will be the connection. If you don't get a static IP, you will have to create a VPN.

Microsoft Groove can auto-sync files whenever users are online.
You could also share google docs with people.
