WINDOWS xp:Same power scheme for All Users

I have to set the standby timeout value of the system to 10 minutes.
To achieve this, I have created a custom power scheme with the
required power settings and have set this power scheme as the active
one using PowerCfg.exe.

Powercfg.exe sets the power scheme for the current user. Please let me
know how can I make All Users have the same power scheme.

You would have to alter it under each login because these settings are per user in the registry. You could create a script that runs at login and sets the scheme by importing a registry file silently.
