starforce drivers

I just wanted to ask out of curiosity. There is a thing called starforce that is a driver that rewrites your cd drives and black lists emulation software. I was curious if its possible to write a driver that can disable or interfere with other drivers? Im not promoting or in any way trying to bypass copy protection im simply curious as to how it works.
I figured someone here may of heard of it or know something about it.
