User Interface similar to Media player

I am beginning to develop a Windows software that has an interface more like Web browser. The tab controls are going to be Web styled with custom corners. The edit boxes will be like web input fields. I am guessing I will need to start with skins.
Am I right? Are there any tools that could help me in this development?

You are saying it's trivial to create an interface similar to a published interface. Here is my question:

I am trying to create a Windows program that has the user interface similar to media player. Could you give me some pointers on how do I go about developing a user interface like that? Are there any articles? Keep in mind this is going to be Windows application (this is not a web application).
