Is there a way to have a crystal report prompt the user to add a dollar amount to a report, and have that displayed as a line item?

Why not, you can create a numeric parameter value and place it into the Details section just like if it was an ordinary database field. If Crystal sees that this parameter is actually used in report, it will prompt you to enter the corresponding value.
