System Idle state

Hi,

My requirement is to check the system idle state.
I have certain conditions for Idle state, that CPU usage must be belaow 10% and no load on HDD.

I checked irt with pdh library.
( like CPU Usage
Object Name : Processor
Instance Name: _Total
Counter Name : % Idle Time
). it worked.
But I want to know is there any other APIs to the system idle state.

Please help....
