I am not a programmer and need someone to write and app to perform the following function on an XP system. If this posting violates any of the forum rules I am sorry and please delete

Gigabyte Corp makes a 4GM PCI RAM board that emulates a SATA drive. This board saves data for up to 12 hours using an onboard battery if there is no power to the PC. If the battery dies not only is the data gone but XP no longer sees the device as a formatted hard drive. I need an app that will detect if a drive is present, let's say the "P" drive, if it is not present I need the app to run through the motions of initializing and formatting the device as a set drive letter. The app would then copy a folder from the system drive and launch another app from it.

I already have a budget for this project so I am ready to pay to have this app written.
