Does anybody know why Oracle supplies its own ODBC driver and there's also one called "Microsoft ODBC for Oracle"?

Why did Microsoft have to write a driver for Oracle?

I'm wondering what the difference is between them. What does the Microsoft one "fix"?

Does anyone have any insight into this?
