This can depend on what Operating System you have. With Windows XP you must use Resource Hacker and edit the "logonui.exe" file to your liking.

or instead of logon dialog box, can I show date, time and computer name on the 'legal notice message' that we can show through registry?

Resource Hacker is very self-explanitory. Search Google for it and download it. Then use it to open logonui.exe. From there you will find BMP's and text which is displayed on the Welcome screen with Windows XP. You can also search tutorials online with Google. It is very simple.
