what is it? the "cisvc.exe" process in WinXP

I use WinXP OS.
Sometimes when I do nothing at all, the "cisvc.exe" process takes more than 50% CPU and 100~300M memory resource, and there seems to be some hard disk operations.

Is there something wrong?
