I am a little confused, you want the dialog or the welcome screen?

If you want the welcome screen then you can turn that on under the user accounts where it says, "Change the way users log on or off." You must also have Terminal Services enabled.

If you want the dialog box, just uncheck the "Use the Welcome screen" feature under "Change the way users log on or off."
