display layers over other frame in web site with frames

Hi

I have mae a web site with frames


a top (top.html)
a left (left.html)
and rest area (rest.html) this has scroll

and rest donot have scroll


I want to display layer 'onMouseover' event

The layer is displayed but is limited to the sixe of top.html

in short it is not displayed over rest.html

How can I avoid this...
