Because I've recently upgraded my servers and I want to make sure they're totally secure.

That is intrusion detection. Why do you want to create a TCP packet for that?

If you are talking about spoofed SYN packet, all you can do is to detect and alert the admin. Other than that, there is nothing much your server can do.
