creating enterprise templates

Have anybody tried to create enterprise templates for .NET using C#. Microsoft has given a page that does the same but unfortunately after having done everthing the template just does not come up on my IDE. Anyboday have any idea how to go about doing this? Please help out would appreciate any pointers in guiding me there.
