Does anyone know if there is a TAPI command to set off hardware flow control?

I have a vender that has provided a DLL that we use for communications. We have found that this DLL does not work for about 80% of modems we tested. After much more testing, we found that if we turn hardware flow control off, the DLL works perfectly. I have contacted the vender and he said he would put this in for free if I could tell him how to do it.

I have done some research, but have not found anything that allows this. Without his source, it is harder for me to tell him how to do it. However, I'm hoping that this is a simple setting that will allow hardware flow control to be set off. Does anyone know how this is done?

(Yes, if it were up to me, we would tell the vender to get stuffed, that we are the customer, that he should fix his own da#% code, etc, etc. My boss says we have been doing business with him too long to easily make changes now...)
