I am writing an app based on industry RULES. Is there a way to hold proceedures, or at least IF..END IF statements in the rules database, import that code and run it to test for violation of rules, .ie, get and use code from a database field at run time

I am thinking XML Serialization is the answer. This may get you headed in the right direction:
