I am now working to set up a company that will probably hire quite a few coders in India to work for us, mostly college students. I was wondering if you could help me out by answering several questions about programming students over there.

1) how is it possible to transfer money from USA to India for small project? E.g., suppose I post a small project worth $20, how do I transfer money to the coder? Do typical Indian college students have access to Paypal?

2) where do most college students access to computers and Internet? Where do they do their programming assignments? I have heard about cybercafes over there, but I do not think you can program in cybercafes. Do students have computers at home? If they have access to computers in the college laboratories, why do they use cybercafes? In general, how does it work?

3) what are the reasonable hourly salaries for college students in computer science doing programming? What are reasonable salaries for computer science graduates after college?

4) last and most important, where can I find major bulletin boards or forums to interview and hire Indian college kids?
