Hey, suppose i had a 64mb n-Vidia Geforce4 Mx, its Dx8.1 API compatible, would it still play dx9 games, as long as the system has the dx9 API, and the newest drivers for the GF4.

DX is designed to let the client application query for hardware support for the various features, and take decisions based on the query (e.g reduce the details if the HW is slow). So if your game is designed following the philosophy "won't work unless some DX9 feature is implemented in HW" then bad luck. However, game designers, even when using the latest technology, in your case DX9, are aware thet the target buyers generally don't have the newest HW.
