put your windows cd in the drive
go to add/remove programs
add/remove windows components
uncheck windows media player (might be called viewpoint media player if XP)
click ok or continue or whatever, it should uninstall
reboot
do the above again, except this time checking the box, then it should install

You're telling me that you uninstalled it first, then downloaded it, and the files are still corrupt?
Doesn't make sense to me. Are you sure that you uninstalled it before you downloaded version 9?
Can't hurt to try it again.
If that fails, try last known good configuration (reboot computer, right after POST test but before the loading screen press F8, select last known good configuration) See if that works.

BTW, what were you doing that your files got corrupted? You people have to be more careful....

Oh, idea.
Open windows explorer. Go to winnt folder. Copy system32 folder as system32backup or something like that. Now, go into system32. Copy the contents of system32/dllcache to system32. Say yes to all. Reboot. Hopefully that will work. If it doesn't work, or if something goes wrong, copy system32backup to system32 and say yes to all when copying. That will get you back to where you started. At that point you should do the following:
log on as an administrator
start, run, type cmd, press enter
type the following exactly: sfc /scannow /quiet
after it's finished, reboot and see if it worked. If not, it's time to do an in place reinstall of windows if you're that desperate, it seems to me this shouldn't be that big a deal, but from what you said there's nothing more I can suggest.
