You are someone that is likely to have some suggestions. I know about Map-It: Form-based Simple Map Generator (http://stellwagen.er.usgs.gov/mapit) but it is difficult to use and is not a good map. That might be standard but the USGS is using east-west for longitude and north-south for latitude. So if this all does have a logical explanation then I should be able to figure it out but at the moment I am not sure whether a north longitude is converted to east or west and whether an east latitude should be converted to north or south. Actually, I assumed that andy_tacker made a mistake. If that is the case then you missed seeing it, right? A sample location would be 50deg.30'30" N latitude, 100deg.30'30" E longitude (which turns out to be somewhere in Mongolia).
