Displaying Animated gif

I have an animated gif that I want to display. I have user control for my title for all the pages, the gif is in this User control. If I place the gif on the page directly it works but if I put it in the UC then it does not display. I think it is an issue in the passing of the gif to the page? Any Ideas?
