Local computer sends several data flows to network, now I want to design a program to monitor the flows, and include setting the send-rate or other parameters. It should be noted that the flow control program is independent from other network application programs.
I have browsed the TC(traffic control) API in MSDN, but still have no idea about the realization of the fuctions.
So I hope some friends can give me some advices on whether and how can I realize the fuctions.
