Cookie on LocalHost

Hi,

What i am doing wrong, I have IIS on my computer trying to make cookies working, but nothing work, cookie just don't get create, I did copy and paste some basic 'welcome' cookie, and enable prompt on every cookie, but it just don'T prompt me to write the cookie,

is there any settings i have to do to make cookie work on localhost???
