I Just Started Asp.. Need Help

well i just started learning ASP, i downloaded some code and while looking at it.. there was at the top

<#---- INCLUDE defcon.asp--->

so my question is how do i include that file..
do i just copy its contents or do i use the #include <defcon.asp>
like in C lang.
