Go to www.simplewire.com, and download the SDK which will enable you to develop applications with SMS capabilities. The SDK does carry a charge, but a free evaluation version is available.

It depends which language you wish to develop your application in. There are SDKs available for use in Active X, Java, Perl, PHP and shared object. Download the one which suits your needs the most.
