C+ or Visual Basic Independent Contractor Needed for One-Week Project

I am from Texas, and I am not a programmer.

I am tryiing to help a friend from Toronto find someone who can do a project for him in C+ or Visual Basic, with SQL database interaction on the backend.

The project is approximately one week in length, he estimates.

The primary qualification for the job, almost, is that the programmer is from Toronto, or nearby, so that my friend can sit down and discuss the project with the programmer face-to-face.

I would appreciate any suggestions about how to go about finding a person who might be interested in doing such work.

Why, you are not sending the project to me in Romania. I have experience with the "tele-working", or better said, with the outsourcing. Also I am very strong in the required programming languages.
