what are "DSR" and "CTS"

I installed Windows XP in my machine,but the modem could not work.I mean although the modem is installed successfully,but it could not connect.The message I got from the modem log is as that:

the DSR and CTS are below,and the modem could not be operated.

So how to solve this problem?
