LogonUser problems

I'm having trouble using the LogonUser call. It works fine on the server but not from a workstation. I've called LookupPrivilegeValue with success for the SE_TCB_NAME but still have problems I get the error ERROR_PRIVILEGE_NOT_HELD. I've done a similar thing with InitiateSystemReboot with no problem as I've been able to reboot any workstation. Any Ideas would be appreciated.
