I have developed XmlTree, a parser/editor for XML files.
You can load/modify (with drag&drop) and save your Xml files.
The program is developed using ONLY Visual Basic, no external library are need for parsing (note: you don't require IE5 installed).

and search XmlTree.
XmlTree is freeware.
The next final release (called XmlTool) offer more and more functionallity.
