secured website question

I am trying to write a program to process credit card online. I saw some pages that when I enter it, it tells me I am going to a secured site and I will also see a LOCK at my status bar. I don't know how to do it in ASP or perl or html. I think maybe it has something to do with the web server, that is, some web servers have this feature. Please give me some help. Thanks.

I think what you are talking about refers to the use of Secure Socket Layer. Search for this in Google,etc. and read the working first - its important to understand how it works before putting any code to use in this case.
