Imaging Libraries

Does anyone know of any bitmap imaging libraries (DLL) for Windows that support scale-to-gray of 1-bit images? I know of quite a few but they all require huge license fees (LeadTools, AccuSoft, RasterMaster). If you know of a royalty free product, please reply to this post.
