which technology to use ?

i am asked to implement a web-based application.
it has to be in unix platform.
i am wondering whether to use JSP or perl.
if i were to use JSP, which web-server shld i use ? jakarta-tomcat ? resin ? or etc ??

what is the market standard now and what is the most popular used language ?

can some1 pls give me some insight ?
