looking for graphics annotation tool to add to Composer

Project team is looking for shareware/freeware/commercial product to incorporate into netscape composer which provides the ability to capture(window or area in the window)/cut/paste and enhance graphics in the composer. want to add text and basic graphics(lines, arrows, circles) to enhance the captured image
(I.E. simplified word/powerpoint/framemaker draw tools for Composer)
