Compile / Run .. Error

Has anyone received this error when they try to run their apps in vs.net?

I get this everytime...

c:\inetpub\wwwroot\thevoigts\licenses.licx Could not transform licenses file 'licenses.licx' into a binary resource. File or assembly name lc.exe, or one of its dependencies, was not found.

I installed everything correctly and I can bypass this error by clicking ignore... but has anyone figured out how to get rid of this message?
