How do you get a URL to contain a valid ASP File Name & Querystring & Port number?

Example of what i want is

http://file.asp?ID=1&Value=2 along with the specific port to be used.

im having an aggrevating problem with ports within asp.net (v2) to.
i type the port in after localhost

so i think it would be
"http://(localhost)(or ip) : (port number)/(virtual folder)/(page.aspx)"

i dont know if its gonna work but thats how i do it. now if only i could get it to work without the port and some file shareing username and password i can get paid!!!
