From what I understand, Microsoft's C# will start off in the same boat as the rest of the Visual Studio development systems, with a very slim chance for parts being open sourced (a C# compiler might even be available for UNIX some day). But for now, will the COM components created by C# work on all Win32 platforms, including WindowsCE? Are there any plans for it to be another option for embedded developers?

NGWS is what will make this stuff portable. Pay very close attention to all the news from next week's PDC.
